The history of tajweed:

The rule setter from the practical point of view is the Messenger of Allah because the Quran was revealed to him from Allah, the Almighty, with tajweed. He was instructed on it from the trustworthy Jibreel. He taught it to his companions who then taught it to their followers and so on until it came to us by these chains. The rule setter of the scientific point of view is the scholars of Qur’anic sciences such as Abu Ubaid Al-Qasim bin Salaam.

What is the precept of learning tajweed?

Studying and mastering the rules of tajweed is a collective obligation which means that if some Muslim community must know it. But applying tajweed rules while reciting Qur’an is an individual duty which means that every Muslim should recite Qur’an perfectly with free pronunciation errors.
